This is the route collector AS for bgp.tools. It does not carry traffic (apart from rare situations where it sends a single IPv6 prefix to a route server for backup reach-ability) on it's BGP sessions.
When peering with bgp.tools AS212232 you should export a full table like you would export to a potential customer. If you do not then bgp.tools will not be able to calculate your network statistics and the sessions may be removed to recover capacity.
